Zoho across Canada: provinces, payroll and consent rules

Canada is one market with many rulebooks. A business in Halifax, Winnipeg or Kelowna may sell into every province, hire staff in two or three, and email customers coast to coast. Each step touches a different rule: sales tax set by province, payroll set by province of employment, anti-spam consent for every commercial email, and privacy law that shifts between federal and provincial. Zoho suits this because one account can hold those differences. Zoho Books carries tax rules by province, Zoho Payroll has a Canadian edition, and Zoho CRM and Campaigns record consent next to each contact. The work is setting it up once, correctly, so staff do not have to remember the rules.

Multi-province distributors

Distributors shipping from one warehouse to several provinces need the right tax on every invoice. We set Zoho Inventory and Zoho Books with tax rules by province, price lists per region and customer-level exemptions, so a Manitoba order and a Nova Scotia order each pick up the correct tax without manual edits.

Online sellers

Shopify or Zoho Commerce orders flow into Zoho Inventory and Books, with the buyer's province driving the tax. Zoho Campaigns keeps consent for each subscriber, so post-purchase and win-back emails respect Canada's anti-spam law. Returns, refunds and sales to US buyers are tracked against the same item records.

Firms with staff in several provinces

Consultancies and agencies often hire remote staff across provinces. Zoho People tracks leave and time by employee, Zoho Projects records billable hours, and Zoho Books invoices each client with the tax of the client's province. Payroll then follows each employee's province of employment, not head office.

Franchise networks

Franchisors with locations in several provinces need royalties, territories and local tax in one place. Zoho CRM manages franchisee pipelines and territories, Zoho Creator collects monthly sales reports, and Zoho Books invoices royalties and marketing fees with the tax rules of each franchisee's province.

Sales tax registrations across provinces

Your CRA business number carries separate program accounts, such as RT for GST/HST and RP for payroll. Provincial sales tax works on its own track: British Columbia, Saskatchewan and Manitoba run their own PST or RST, and QST is administered by Revenu Québec, which also has registration routes for suppliers outside Quebec. Zoho Books Canada supports returns for GST/HST, BC PST, QST, SK PST and MB RST, each with its own period and cash or accrual basis. Exports are generally zero-rated and most financial services are exempt, so items need the right treatment. Zoho Books prepares the figures; you still file with each agency. Rules change, so confirm with your accountant.

Payroll by province of employment

Payroll in Canada follows the province where an employee reports for work, not where they live. If that province is Quebec, you deduct QPP instead of CPP, plus a reduced EI premium and QPIP. Fully remote staff follow separate CRA tests based on attachment to an establishment. Zoho Payroll has a Canadian edition, in English and French, that calculates federal and provincial tax, CPP or QPP, EI or QPIP, and statutory holiday and vacation pay, and produces T4 and RL-1 slips and Records of Employment. Zoho People feeds it leave and attendance. Teams happy with another payroll provider can keep it and connect Zoho People instead.

Tools you probably connect

Common connections are Shopify and Amazon for sales, Stripe and Square for payments, bank feeds into Zoho Books, and Zoho Sign for contracts. Many teams keep an existing Canadian payroll provider alongside Zoho People. The migrations we are asked about most are QuickBooks Online, Sage 50 and Xero to Zoho Books, and HubSpot, Salesforce or spreadsheets to Zoho CRM.

Your first two weeks with Flowpeak in Canada

Day 1, scoping call. A video call at a time such as 8:30 am Toronto time, which is 7:00 pm in Chennai in winter and 6:00 pm in summer. Western Canada slots are agreed the same way. We agree what the system must do, the data to move, and a written scope and price.

There are two separate costs. Zoho licences are billed by Zoho per user or per organisation; check the official Zoho pricing page for your region. Implementation is quoted by us after a discovery call, based on the number of apps, users, data to migrate and integrations. Most Zoho CRM set-ups go live within two weeks; other single-app set-ups often take two to four weeks, and multi-app rollouts with migration commonly take six to twelve weeks. Does Zoho Payroll work for Canadian employers?

Yes. Zoho lists a Canadian edition that handles federal and provincial tax, CPP or QPP, EI or QPIP, T4 and RL-1 slips and Records of Employment. We confirm it fits your provinces and pay rules before you switch.

Can Zoho Campaigns help us follow Canada's anti-spam law?

CASL needs consent before commercial emails, clear sender details and a working unsubscribe. We set up sign-up forms, consent fields in Zoho CRM and unsubscribe handling in Zoho Campaigns, so each contact's consent source is on record.

Which privacy law applies to us, PIPEDA or a provincial law?

Alberta, British Columbia and Quebec have private-sector privacy laws deemed substantially similar to PIPEDA, and PIPEDA still covers personal information that crosses provincial or national borders. We set Zoho roles, retention and access around the law your lawyer confirms applies.

We sell to customers in Quebec from another province. Do we need QST?

Possibly. Revenu Québec has QST registration options for suppliers outside Quebec. If you register, Zoho Books tracks and reports QST separately from GST/HST.

Everything is built in your own Zoho account and data centre. We work with the access you grant, sign an NDA and a data processing agreement before work starts, and you can remove our access at any time.

30 days of fixes after go-live

Anything that does not work as agreed is fixed at no extra cost for 30 days after go-live. After that, ongoing support is optional.
