Sales tax and invoicing

New York sales tax is a state rate plus a county or city rate, and an extra surcharge applies in the Metropolitan Commuter Transportation District around New York City. The state treats prewritten software as taxable, including software accessed remotely, and taxes it based on where the buyer uses it. Custom software and services like consulting, training and installation are generally exempt when separately stated and reasonably priced. Sellers outside the state may need to register once their New York sales pass the state threshold. In Zoho Books we set a tax rate for each jurisdiction you sell into, apply exemption certificates to customers, and add Avalara if your mix is complex. Rules change, so confirm your setup with your CPA.

Payroll and HR rules

New York adds several layers on top of federal rules. Most private employers must carry Paid Family Leave insurance, funded through employee payroll deductions, and must provide disability benefits coverage. State paid sick leave scales with employer size. Since January 2025, employees also get a separate paid prenatal leave bank. Employers with four or more employees must post a pay range in job ads. Zoho People can hold the leave types, balances and policy documents, and Zoho Recruit can carry the pay range on each posting. Zoho Payroll says it supports all 50 states, but many teams pair Zoho People with Gusto, ADP or a similar provider. Confirm your provider handles the Paid Family Leave and disability deductions.
