For most SMBs, Zoho People is the best overall HR software for 2027: full HR modules, a free plan for up to 5 users and links to Zoho Payroll and Zoho Recruit. This guide is for owners, operations leads, finance heads and HR leads choosing HR software for 2027 in the USA, Canada, the Gulf, the UK and Europe, Australia or India. Flowpeak is a Zoho partner, so we work with Zoho People every day, but we have kept this list fair: each tool is shown with who it suits and where it falls short, including Zoho People. You get our ranking criteria, a comparison table, a short review of each tool, honest notes on payroll by country, a decision list and implementation notes. We have left out licence prices because they change often; check each vendor's pricing page for your region.

How we ranked these HR software tools

We checked each product against its vendor's own website and help pages and scored it on six criteria. No vendor paid for a place on this list.

  1. Fit for SMB and mid-market: can a business of 10 to 1,000 staff run it without a large HR systems team?
  2. Core HR depth: employee records, leave, attendance, shifts, onboarding, performance and self-service.
  3. Payroll coverage: where the vendor runs payroll itself, and how well it connects to local payroll elsewhere.
  4. Hiring and talent: applicant tracking, onboarding, learning and engagement surveys.
  5. Total cost of ownership: licences plus setup, add-ons, integrations and the admin time needed to keep it running.
  6. Integrations and AI: links to accounting and collaboration tools, open APIs and assistants that work on your own HR data.

Best HR software for 2027 at a glance

The table summarises who each tool suits and where to be careful. Details follow in each section.

1. Zoho People: best overall for growing businesses

Zoho People ranks first because it covers the full employee lifecycle, from onboarding to exit, in a way most SMB and mid-market teams can run themselves. It has web and mobile apps, a free plan for up to 5 users (employee database and time off only) and a 30-day trial on paid editions.

It connects natively to Zoho Payroll, Zoho Recruit, Zoho Expense and Zoho Sign, plus Microsoft 365, Google Workspace and Zapier. What stands out:

  • Time and attendance: time tracking, timesheets, shift scheduling and shift rotation from the Essential HR edition upwards.
  • Performance: appraisals, KRA and goal tracking, self-appraisals and 360-degree feedback on Professional and higher editions.
  • Learning: a built-in learning management system for courses and training.
  • Cases: an employee query desk with SLA tracking on the Premium edition.
  • Onboarding: custom onboarding workflows and offer letters with e-signature, plus engagement and eNPS surveys and Zia, Zoho's AI assistant.
  • Zoho Payroll and Zoho Recruit: People pushes employee profiles, work locations, attendance and leave (loss of pay) into Zoho Payroll, and Zoho Recruit adds applicant tracking, careers sites and job board posting.

Payroll by country: Zoho Payroll currently lists editions for the USA, Canada, the UK, India, the UAE, Saudi Arabia, Qatar, Kuwait, Oman and Bahrain. It is not listed for Australia, New Zealand or mainland Europe, so teams there pair Zoho People with a local payroll provider, for example through a Zoho People and Employment Hero payroll integration in Australia. Where it exists, check edition coverage and the People sync for your country first.

Honest watch-outs: the People to Payroll sync needs monthly pay periods and is one way. Paid plans need at least 5 users, and performance, cases and bundled payroll sit on higher editions, so map your process before picking an edition.

2. BambooHR: best for US SMBs that want an easy HRIS

BambooHR is known for a clean, friendly HRIS. It covers employee records, hiring and applicant tracking, onboarding, time tracking, benefits administration, performance and compensation planning, with Bamboo AI and more than 150 integrations. Its payroll add-on is for US-based employees only; elsewhere it points to local payroll integrations, global partners or employer of record services.

  • Choose it if: you are a US business and want an HRIS your managers will learn quickly.
  • Choose it if: you want US payroll, benefits and HR records with one vendor.
  • Skip it if: most of your staff are outside the US and you need payroll run locally by the same vendor.
  • Skip it if: you want HR, accounting and CRM from one vendor on one login.

Where BambooHR beats Zoho People: first-day ease of use with very little configuration.

3. Gusto: best for US small businesses led by payroll

Gusto starts from payroll rather than HR. It runs full-service payroll in all 50 US states, files taxes, can run payroll automatically with AutoPilot, and adds health, dental and 401(k) benefits, time tools that sync hours to payroll, and onboarding with offer letters. It can also pay contractors outside the US; check Gusto's country list.

  • Choose it if: you are a US small business whose main HR pain is payroll, taxes and benefits.
  • Choose it if: you want payroll and benefits running quickly with little HR knowledge.
  • Skip it if: you need employees on payroll outside the US.
  • Skip it if: you need deep performance, learning, shift or case management modules.

Where Gusto beats Zoho People: US payroll, benefits and tax filing in every state from one vendor.

4. Rippling: best for fast-growing firms joining HR, IT and spend

Rippling puts HR, payroll, IT and finance on one shared data platform. Alongside HRIS, benefits, recruiting, performance, learning and time tracking, it offers device management, corporate cards and expenses, PEO and employer of record services, and Rippling AI. Modules can be bought separately.

  • Choose it if: you want one onboarding flow to set up payroll, laptop, apps and cards.
  • Choose it if: you are scaling fast across states or countries and want one system of record.
  • Skip it if: you are a small team that only needs leave, attendance and records.
  • Skip it if: you are already invested in another suite for finance and IT.

Where Rippling beats Zoho People: joining HR with IT device and app management and spend control in one platform.

5. HiBob: best for people-first mid-market companies

HiBob's platform, Bob, suits modern, often distributed companies that care about culture. It covers core HR, time and attendance, performance reviews with calibration, compensation cycles with pay bands, surveys and analytics, plus Bob AI Companion. It runs its own payroll in the UK and the US, with a Payroll Hub that connects to global payroll providers elsewhere.

  • Choose it if: you are a mid-sized company focused on engagement, reviews and pay planning.
  • Choose it if: your staff are mainly in the UK or US.
  • Skip it if: you need the vendor to run payroll in India, the Gulf or Australia.
  • Skip it if: you are a small business with simple HR needs and a tight budget.

Where HiBob beats Zoho People: compensation planning, review calibration and an employee experience designed around culture.

6. Deel: best for hiring across many countries

Deel is built for global teams: employer of record, contractor management, local and global payroll, Deel HR and Deel IT, across more than 150 countries.

  • Choose it if: you hire employees or contractors in countries where you have no legal entity.
  • Choose it if: you want one view of employees, contractors and EOR workers worldwide.
  • Skip it if: all your staff are in one or two countries where you already run local payroll.
  • Skip it if: you need deep shift scheduling and attendance for frontline teams.

Where Deel beats Zoho People: legal employment and payroll where you have no entity, which Zoho People does not offer.

7. Keka: best for Indian SMBs and mid-market

Keka is an HR and payroll platform built in India. It calculates TDS, PF, ESI and professional tax, runs payroll from live attendance, leave and salary inputs, and adds biometric, GPS and mobile attendance, shifts, performance, hiring, expenses and Keka AI. It also has regional sites for the UAE and Saudi Arabia.

  • Choose it if: your workforce is mainly in India and payroll compliance is the priority.
  • Choose it if: you want HR and payroll from one India-focused vendor.
  • Skip it if: you want HR to sit inside a wider suite with CRM, accounting and helpdesk.
  • Skip it if: most of your staff are in the US, UK or Europe.

Where Keka beats Zoho People: one HR and payroll product designed around Indian compliance, with payroll included rather than a separate app.

8. Employment Hero: best for Australia, New Zealand and UK SMBs

We picked Employment Hero over Personio because it fills the main gap in Zoho Payroll's coverage. It offers HR, payroll, rostering, hiring, benefits and HeroForce for employer of record in more than 180 countries. It operates in Australia, New Zealand, the UK, Singapore and Malaysia; features and tiers vary by country.

  • Choose it if: you are an Australian or New Zealand business that needs local payroll and rostering.
  • Choose it if: you want HR and payroll in one product for a UK SMB.
  • Skip it if: you are based in the US, the Gulf or India.
  • Skip it if: you want HR inside a wider suite, though Zoho People plus Employment Hero payroll works.

Where Employment Hero beats Zoho People: local payroll and rostering in Australia and New Zealand, where Zoho Payroll is not available.

Which HR software should you choose?

  • Growing SMB or mid-market business that wants full HR and links to finance and CRM: Zoho People.
  • Business in India, the UAE or Saudi Arabia that wants HR and payroll from one vendor: Zoho People with Zoho Payroll, or Keka in India.
  • US or Canadian business already on Zoho Books: Zoho People with Zoho Payroll, after checking edition coverage for your states or provinces.
  • US small business where payroll and benefits are the main need: Gusto.
  • Fast-growing company joining HR, IT and spend: Rippling; people-first UK or US mid-market company: HiBob.
  • Hiring in several countries without local entities: Deel.
  • Australia or New Zealand: Employment Hero, alone or as the payroll engine behind Zoho People.
  • Mainland Europe: Zoho People for HR, paired with a local payroll provider.

What implementation involves

Plan for four pieces of work: setup of the organisation structure, roles, leave policies, shifts and approvals; data migration of employee records, leave balances and documents; integrations with payroll, accounting, Microsoft 365 or Google Workspace and biometric devices; and training for HR, managers and employees.

For payroll, run at least one parallel cycle against your old process and confirm statutory settings with your accountant.

Frequently asked questions

Does Zoho People have a free plan?

Yes. Zoho People has a forever free plan for up to 5 users that covers the employee database and time off management. Paid editions add attendance, shifts, performance, learning and cases.

Is Zoho Payroll available in my country?

Zoho Payroll currently lists editions for the USA, Canada, the UK, India, the UAE, Saudi Arabia, Qatar, Kuwait, Oman and Bahrain. In other countries, such as Australia or mainland Europe, businesses usually pair Zoho People with a local payroll provider.

Is Zoho People better than BambooHR?

Zoho People usually offers more modules, such as shifts, learning and cases, and pairs with Zoho Payroll in several countries. BambooHR is easier to start with and suits US businesses wanting a simple HRIS with US payroll.

Should an Indian company choose Zoho People or Keka?

Both handle Indian HR and payroll compliance. Keka is a single India-focused HR and payroll product, while Zoho People with Zoho Payroll suits companies that also use Zoho Books, Zoho CRM or other Zoho apps and want one connected suite.

Do I need an employer of record to hire abroad?

Only if you have no legal entity in that country. Then an employer of record such as Deel, Rippling or Employment Hero's HeroForce can employ staff for you; otherwise HR software plus local payroll is usually enough.
