Under the RHQ programme, licensed regional headquarters get a 0% rate of corporate income tax and of withholding tax on approved activities for 30 years, as announced in December 2023. ZATCA's guideline says the headquarters must still register with ZATCA, keep audited accounts and keep separate accounts for any non-qualifying activities. Normal VAT rules still apply. In Zoho Books we use reporting tags or a separate organisation to split qualifying and other income, so the accounts are ready for audit. For government suppliers, we match each Etimad financial claim to its contract and invoice. Rules change, so confirm the details with your tax agent.
Staff records for a regional headquarters
ZATCA's guideline sets substance tests for a regional headquarters. It must have at least one director resident in the Kingdom, at least three staff at executive director or vice president level under the licensing criteria, and enough full-time employees for its activity. Part-time staff count in proportion to their time, and a contractor working almost only for the headquarters is treated as an employee. In Zoho People we record employment type, hours, role level and entity for each person, so headcount for the annual substance report comes straight from the system. Teams pair Zoho People with Zoho Payroll's Saudi edition or their current payroll provider.
