Maryland charges a 6% sales tax on goods and many digital products. Since July 1, 2025 a separate 3% rate applies to data, IT and software publishing services in NAICS sectors 518 and 519 and subsectors 5132 and 5415, which covers much of what IT firms, hosting providers and custom software shops sell. Buying such a service to deliver your own contract counts as using it, so the tax can apply to purchases as well as sales. In Zoho Books we set separate tax rates for goods, digital products and 3% tech services, tag each item to the right one, and record the tax on what you buy. The rules are new and still being clarified, so confirm your services with your CPA.
County withholding and FAMLI in Maryland
Maryland employers withhold state income tax plus a county income tax, and the county is set by where the employee lives, not where they work. 2026 county rates run from 2.25% to 3.30%, and employees who never file Form MW507 are withheld at the top rate. Most out-of-state employees are withheld at the nonresident rate. From January 1, 2027 the FAMLI program starts collecting 0.90% of covered wages; employers with 15 or more staff may withhold up to half from pay and pay the rest, and smaller employers do not pay the employer share. We record each employee's county, residency and headcount in Zoho People, and payroll runs in your provider using those fields.
