Zoho Recruit vs Bullhorn: A Fair Comparison for Staffing Agencies

By Harikrishnan, Founder & Chief Zoho Consultant, Flowpeak · 10+ years in Zoho · Published · Last updated

Bullhorn is built only for staffing and recruitment, with ATS, CRM and, through Bullhorn One, time, billing and payroll in one platform. Zoho Recruit is an applicant tracking system with a staffing edition that fits agencies already using Zoho apps. Bullhorn suits agencies with heavy contract back office needs; Zoho suits firms wanting one connected business suite.

This comparison is for owners and operations leads at staffing and recruitment agencies choosing between Zoho Recruit and Bullhorn, or reviewing a system they already have. You will see how each handles ATS and CRM work, job board posting and sourcing, back office tasks such as timesheets and invoicing, integrations and AI, and which agency profiles each tends to suit. Claims about Bullhorn come from bullhorn.com, and claims about Zoho from zoho.com and Zoho's help pages. We do not quote license prices for either vendor.

What is the main difference between Zoho Recruit and Bullhorn?

Focus. Bullhorn builds software only for staffing and recruitment firms, and its product line runs from sales and recruiting through onboarding, time capture, billing and payroll. Zoho Recruit is one app in a wide business suite, with a Staffing Agency edition and a Corporate HR edition.

That shapes the decision. With Bullhorn, staffing workflows come built in, and other systems join through its marketplace. With Zoho, recruiting is one part of a suite where CRM, accounting, HR, payroll, analytics and e-signature come from the same vendor.

How do the ATS and CRM features compare?

Both tools hold candidates, clients, contacts and jobs in one place. The difference is depth on the sales side.

Bullhorn describes its ATS and CRM as living together, so recruiters and salespeople share one record of every client and candidate. Its Salesforce-based Recruitment Cloud adds lead management and converting opportunities to orders. The Core plan for small agencies includes an email sidebar, and emails sync to candidate records.

Zoho Recruit's staffing edition tracks emails, calls and meetings with clients, parses resumes, and lets you shortlist and move candidates through a pipeline. On Enterprise, a client portal lets clients post jobs and give feedback. Agencies with a large business development team often pair Zoho Recruit with Zoho CRM. Our Zoho CRM implementation service covers that setup.

In a demo, ask each vendor to show a normal recruiter day: logging a call, sending a candidate to a client and updating a job status. The number of clicks matters more than the feature list when your team repeats these steps dozens of times a day.

Which is better for job board posting and candidate sourcing?

Both post to job boards and both search your own database with AI. Check your specific boards and region before choosing.

Zoho Recruit posts to boards such as Indeed, Monster, Glassdoor, SEEK, Broadbean and Careerjet, depending on plan and region. Source boosters search candidates across several boards. In 2026, Zoho added Indeed disposition sync and SEEK data sharing, which helps SEEK recommend better-matched candidates.

Bullhorn's Starter plan includes job posting with a career portal, and its site says recruiters can pull profiles from the web or job boards into the database. Its marketplace also lists job board and sourcing partners. Amplify Search and Match scores candidate relevance, and Amplify Digital Workers handle sourcing, screening and outreach tasks.

How do they handle timesheets, billing and payroll?

This is where the two differ most. Bullhorn One covers the full cycle: time management, automated invoices with signed timesheets attached, and payroll features such as garnishment sequencing and payroll tax codes. Bullhorn Middle Office adds time capture, time interpretation rules and invoicing, with VMS integration. Bullhorn notes that some add-ons, such as Amplify Audit, are licensed separately, so confirm what your quote includes.

Zoho splits the work across apps. In the Staffing Agency edition, Professional and Enterprise plans can create invoices from job openings through Zoho Books or Zoho Invoice. Zoho Workerly, a separate app for temporary staffing, handles scheduling, digital timesheets and invoicing linked to Zoho Books, and its mobile app lets temps accept jobs, clock in and create timesheets. Payroll runs in Zoho Payroll where Zoho offers a country edition. For US agencies, see our Zoho Payroll USA guide.

If you run a high volume of hourly contractors with complex pay rules, test both products on your real timesheet scenarios before you decide.

How do integrations and AI compare?

Bullhorn offers a marketplace of more than 300 partners across job boards, sourcing, background checks and VMS, plus an open API. Its Amplify Chat is described as a staffing language model inside Bullhorn, and higher small-agency plans add AI resume formatting, call transcription and data enrichment.

Zoho Recruit lists 50+ integrations on Standard and connects natively with Zoho People, Zoho Sign and Zoho Books. Zia matches and ranks candidates and summarizes records and hiring emails. Zoho also launched a free Zoho Recruit MCP connection that lets an outside AI assistant query hiring data under your permissions. Zoho Flow can connect other apps without code.

Think about where the rest of your business runs. If finance is on Zoho Books and HR on Zoho People, Zoho Recruit keeps jobs, invoices and new hires in one account with one admin team. If your agency already runs on Salesforce, or depends on several staffing-specific partners for background checks and VMS feeds, Bullhorn's marketplace may cover more of them without custom work. List the connections you need before you commit, and ask each vendor to show them working.

Which fits your agency size and model?

Use this as a starting point, then run a trial on your own workflow.

  • Post one live job to the boards you use most and check how applications come back.
  • Import a few hundred real candidate records and test search, duplicate checks and resume parsing.
  • Run one placement from job intake to client invoice, including client feedback.
  • For contract staff, enter a week of timesheets with overtime and check the invoice and pay figures.
  • Ask each vendor which of your must-have integrations are native and which need a partner or custom work.
  • Ask where your data will be stored and who supports you in your time zone.

Bullhorn says small agencies can go live in under two weeks. For Zoho Recruit, timelines depend mostly on data quality, the size of the migration and the number of integrations.

Frequently asked questions

Is Bullhorn only for staffing agencies?

Bullhorn markets its products to staffing and recruitment firms, from small agencies to enterprise recruiters. Zoho Recruit also has a Corporate HR edition for in-house hiring.

Can Zoho Recruit run payroll for contractors?

Not by itself. Zoho Payroll handles payroll in countries where Zoho offers an edition, and Zoho Workerly handles temp timesheets and invoicing.

Can we migrate from Bullhorn to Zoho Recruit?

Yes, with planning. Export candidates, clients, contacts, jobs and placements, map fields to Zoho's modules and test with a sample before the full import.

Which has better AI for recruiters?

Both now offer AI search, matching and summaries. Compare them on your own data during a trial rather than on feature lists.

Does either tool work with LinkedIn?

Bullhorn lists LinkedIn integrations in its Core plan for small agencies. For Zoho Recruit, check Zoho's integrations page for the current LinkedIn options in your region.
