Can You Still Use a CDAP Grant to Pay for Zoho in Canada?
By Harikrishnan, Founder & Chief Zoho Consultant, Flowpeak · 10+ years in Zoho · Published · Last updated
No. The Boost Your Business Technology stream of the Canada Digital Adoption Program stopped accepting new applications on February 19, 2024. Only businesses already in the program could continue. Some provincial programs, such as Ontario's Retail Modernization Project Grant, and BDC financing may still help with a Zoho project if you qualify.

This guide is for Canadian owners and managers who heard that CDAP would pay for a CRM or digital plan and want to know what is left for a Zoho project now. You will learn what CDAP offered, when it closed, which programs we could confirm on official pages as of November 2026, and how to scope a Zoho CRM or Zoho One project so it fits a grant or loan application. Funding rules change often, so treat this as a starting point and confirm details with each program before you apply.
What did CDAP offer, and when did it close?
The Canada Digital Adoption Program had two streams. The Boost Your Business Technology stream was the one most Zoho buyers asked about. According to the federal backgrounder, it offered a grant covering 90% of the cost of a digital adoption plan up to $15,000, an interest-free BDC loan of up to $100,000 to carry out the plan, and a wage subsidy of up to $7,300 for a student or recent graduate placement. Eligible businesses had 1 to 499 employees and annual revenue between $500,000 and $100 million.
BDC's CDAP page states that the stream stopped accepting new applications on February 19, 2024, after it became fully subscribed. Businesses that already had a signed grant agreement could continue under the program's deadlines, and the BDC loan had to be applied for within six months of the plan being approved. If you did not apply before that date, CDAP is not an option for a new Zoho project.
What funding can still help with a Zoho project in Canada?
We could not find a federal grant that replaces CDAP for software projects. The options below were confirmed on the funders' own pages in November 2026. Each one has its own eligibility rules, and most run first come, first served while funds last.
| Program | Who it is for | What it covers | Fit for Zoho |
|---|---|---|---|
| OCI Retail Modernization Project Grant (RMPG) | Ontario storefront retailers with 1 to 50 full-time staff and at least $100,000 revenue | Up to $5,000 for digital hardware and software | CRM tools are named as an example |
| OCI Digital Modernization and Adoption Plan (DMAP) | Ontario for-profit SMEs with 1 to 499 employees | Up to $15,000 toward a digital plan written with a consultant | Funds the plan, not the Zoho build |
| OCI Technology Demonstration Program (TDP) | Ontario SMEs with a completed DMAP | Up to $50,000 to implement the plan | Listed as closed for applications |
| BDC LIFT | Canadian businesses adopting digital tools | Preferential-rate consulting and financing | A loan, not a grant; check BDC's terms |
Ontario's Digital Competence Centre says applicants can apply to DMAP or RMPG, but not both. Quebec and other provinces run their own programs, so check with your provincial business support office before planning around any one of them.
Should you wait for a new grant before starting?
Usually not. There is no announced date for a new federal software grant, and waiting has a cost: leads still sit in spreadsheets, invoices still go out late, and staff keep doing manual work. A well-scoped first phase of Zoho CRM is often small enough to fund from operating budget.
A sensible approach is to split the work. Fund a focused first phase now, such as sales pipeline, lead capture and email integration, and keep a written roadmap for later phases like Zoho Books, Zoho Desk or integrations. If a suitable program opens, the later phases are already documented and ready for an application.
How do you scope a Zoho project so it fits a grant or loan application?
Funders want to see a clear problem, a defined deliverable and a credible vendor quote. These steps help:
- Write down the business problem in plain terms, for example slow lead follow-up or manual invoicing.
- List the Zoho apps and edition you plan to use, and note that licences are billed by Zoho separately from partner work.
- Get a written quote that separates configuration, data migration, integrations and training, since programs often treat these differently.
- Read the program rules on start dates. Some programs do not cover costs incurred before approval.
- Keep invoices, the statement of work and sign-off records, because claims usually need proof of completion.
Training is worth listing as its own line. Several provinces run employer training grants that cover part of the cost of third-party training for staff, and a Zoho rollout includes training for users and admins. Rules on eligible trainers and course formats differ, so check your province's program before you assume the training portion of a quote will qualify.
What else should Canadian businesses plan for in a Zoho setup?
Funding is only one part of the decision. A few Canadian points come up on most projects:
- Data residency: Zoho runs a Canadian data centre on the zohocloud.ca domain. Choose the region at sign-up, since moving later is harder.
- Privacy: plan for PIPEDA, and for Quebec's Law 25 if you have Quebec customers or staff.
- Language: decide early whether forms, emails and templates need French versions.
- Sales taxes: if Zoho Books is in scope, configure GST, HST, PST or QST before the first invoice.
Working with a Zoho partner in Canada or a remote one should not change any of these. Ask any partner to put the data centre, privacy and language decisions in the statement of work.
What mistakes do businesses make when chasing funding for Zoho?
These are the patterns that cost the most time:
- Building the project around a program that has already closed, based on an old blog post or sales email.
- Signing contracts or buying licences before approval when the program does not allow it.
- Assuming Zoho licence fees are covered when the program only funds a plan or consulting.
- Accepting a vague quote that a funder cannot match to specific deliverables.
- Putting the project on hold for months while staff continue manual work.
How can Flowpeak help Canadian businesses with this?
We do not apply for grants on your behalf, and we cannot say whether you qualify. What we can do is give you a written scope and a quote in CAD that separates each part of the work, which is what most applications ask for. A standard Zoho CRM setup starts at CAD 700, and most Zoho CRM projects go live within two weeks; integrations, complex workflows and Blueprints add time. We work remotely from Chennai, India. Frequently asked questions
Is CDAP coming back?
We have not seen an official announcement that CDAP or a direct replacement will reopen. BDC's CDAP page now points businesses to its LIFT offer for digital adoption financing and consulting. Check the Innovation, Science and Economic Development Canada and BDC websites for current information before planning around a federal grant.
Did CDAP cover Zoho licence fees?
The grant covered most of the cost of developing a digital adoption plan with an approved advisor, not software subscriptions. The interest-free BDC loan was the part meant for implementing the plan and acquiring technology. That distinction still matters with current programs, so read what each one funds.
Can a partner outside Canada work on a funded project?
It depends on the program. Some require an approved or registered consultant, and some set rules on where the vendor is based. Confirm vendor eligibility in the program guidelines before signing a contract, and ask the partner for the documents the program needs.
Is Zoho CRM eligible under Ontario's RMPG?
Ontario's Digital Competence Centre lists CRM tools among the examples of software the Retail Modernization Project Grant can support. Eligibility depends on being an Ontario storefront retailer that meets the staff and revenue rules, so read the full guidelines and confirm your costs qualify before buying.
What is the cheapest way to start with Zoho without a grant?
Start with one app and one team. A focused Zoho CRM setup for the sales pipeline, with a clean data import and a short training session, keeps the first invoice small. Use the free trial to confirm the edition, then add apps such as Zoho Books once the first phase is in daily use.
