By Harikrishnan, Founder & Chief Zoho Consultant, Flowpeak · 10+ years in Zoho · Published · Last updated
Zoho People supports appraisal cycles built from templates, KRAs and goals, self-appraisals, multi-rater 360 reviews, continuous feedback and rating normalisation. OKRs are a separate service that Zoho says is on Premium and Enterprise plans and can feed appraisals. Start with one simple cycle, few KRAs and a clear calendar, then add OKRs and 360 later.

This guide is for founders, HR leads and line managers at small and mid-sized companies who want structured performance reviews without drowning managers in forms. You will learn what the Performance and OKR services in Zoho People include, how to set up an appraisal cycle step by step, when to use KRAs, goals or OKRs, how 360 feedback and rating normalisation work, and how to roll the whole thing out in stages. Edition matters here, because appraisal and OKR features sit on higher plans, so check Zoho's pricing page for your region first.
What does performance management in Zoho People include?
The Performance service covers the full review loop. Zoho's help says employees can see their KRAs, goals, skill sets and competencies, share feedback and complete self-reviews. Managers tag goals and competencies for their teams, run appraisals, approve requests and manage salary hikes. Administrators set up performance methods, appraisal templates and cycles.
Zoho's product page adds custom appraisal templates with self-appraisal, multi-rater and normalisation options, salary hike cycles that run on their own or inside appraisals, and a skill set matrix for finding the right people for projects.
| Feature | What it does | Plan note (check your region) |
|---|---|---|
| Appraisal cycles and templates | Structured reviews with chosen evaluation parameters | Professional and above on Zoho's pricing page |
| KRAs and goals | Role responsibilities and measurable targets | Professional and above |
| 360 and multi-rater reviews | Input from peers, managers and others | Professional and above |
| Normalisation | Adjusts ratings to a configured distribution | Part of appraisal options |
| 9 box matrix | Maps performance against potential | Premium and above |
| OKRs | Objectives with key results and check-ins | Premium and Enterprise, per Zoho's help |
How do you set up an appraisal cycle?
Build the template first, then the cycle. A cycle is just a time window that applies a template to a group of employees, so most design work happens in the template.
- Agree a rating scale and what each point means in plain words.
- Create an appraisal template with the evaluation parameters you want, such as KRAs, goals, competencies or OKRs.
- Decide who reviews: self, reporting manager and, if used, multi-rater reviewers.
- Create the cycle, choose the employees and set dates for self-review, manager review and normalisation.
- Run a test cycle with one team before opening it to the company.
- Lock reviews once ratings are final, then publish results and any salary hikes.
Keep the first template short. Five KRAs, three competencies and one open comment box is plenty for a company running its first formal cycle.
Should you use KRAs, goals or OKRs?
Use KRAs for what a role is always responsible for, goals for specific targets this period, and OKRs only when you want teams aligned to company objectives each quarter. Many small companies need only KRAs and goals in year one. Write each KRA so a manager could judge it from evidence, for example response times or projects delivered, rather than words like attitude. Keep competencies, such as communication or ownership, to a short shared list so ratings mean the same thing across teams.
Zoho's OKR help describes how the service works. You choose a start month aligned to your financial or calendar year, and tracking runs in three-month cycles from there. Employees add objectives for themselves, managers for reportees, department heads for departments and location administrators for locations. Objectives can be aligned to department, location or organisation objectives, with optional approval. Check-ins compare progress with expected progress, and a deviation range can mark an OKR as Needs Attention.
To bring OKRs into reviews, Zoho says you enable the OKR and Performance integration and add OKR as an evaluation parameter in the appraisal cycle. Only OKRs inside the cycle's evaluation period count, so match your OKR quarters to your review dates.
How does 360 feedback work in Zoho People?
Zoho People runs 360 feedback through multi-rater reviews, which collect input from peers and managers alongside the self-review and manager review. Zoho's pricing page lists 360-degree feedback, self-appraisals and multi-rater review in its performance features.
Use 360 for development, not for every rating. A good starting rule is two or three reviewers per person, chosen with the manager, and questions about behaviour rather than results. If every employee reviews eight colleagues, the form count grows fast and quality drops. Tell people in advance who sees the comments and whether they are anonymous, and set this up to match.
How does rating calibration work?
Zoho calls calibration normalisation. Its help says ratings can be centrally normalised against the rating distribution configured for the cycle. Normalisation opens only after every appraiser has submitted ratings, and only during the normalisation period you set.
There are two ways to do it. An administrator can adjust final ratings directly and send them to the appraiser for acknowledgement, or request that appraisers revise their own ratings. Appraisers then accept or cancel the acknowledgement. Administrators can lock reviews to make ratings final and reopen them during the window if changes are still needed.
Run a calibration meeting before anyone touches the system. Managers compare ratings across teams, agree changes, and then HR records the outcome. The software holds the result; the conversation is where fairness happens. Forced distributions can raise legal and morale questions, so take HR or legal advice before you enforce one.
How do you roll performance out without overloading managers?
Roll out in stages and protect manager time. Start with KRAs and one annual or half-yearly cycle. Add continuous feedback once managers are comfortable with the system. Bring in 360 reviews for leadership roles first, and add OKRs in a later quarter when the company has clear objectives to align to.
Publish a calendar at the start of the year with each review window, and avoid month-end and peak seasons. Give managers a short training session on writing useful comments, and a one-page guide to the rating scale. Our Zoho training service covers this for managers and HR admins. Finally, check completion reports a week before each deadline and send reminders early.
Cut the number of forms, not the quality of conversations. Each manager should know exactly how many reviews they owe in a cycle before it opens. If that number is above ten, split the team, stagger the windows or add a second reviewer. Use Zoho's approval reminders and turnaround settings so late reviews are visible, but avoid daily nagging emails that people learn to ignore.
After the first cycle, ask managers and employees what took longest and what felt pointless. Remove one question or parameter before the next cycle. Small, regular simplifications keep the process light enough that people take it seriously.

Frequently asked questions
Which Zoho People plan includes OKRs?
Zoho's OKR help says the service is available on the Premium and Enterprise plans. Plan contents can vary by region, so confirm on Zoho's pricing page.
Can OKR progress count towards an appraisal rating?
Yes. Zoho says you enable the OKR and Performance integration and add OKR as an evaluation parameter in the cycle. Only OKRs within the cycle's evaluation period are considered.
Can salary increases be handled inside Zoho People?
Zoho lists salary hike cycles that can run on their own or as part of an appraisal. Payroll changes still need to flow to your payroll system, so test that link first.
How long should a first appraisal cycle take?
We usually suggest two to three weeks for self and manager reviews and one week for calibration. Shorter windows lead to rushed comments; longer ones lose momentum.
Can managers change ratings after calibration?
Only if the review is reopened. Zoho lets administrators lock reviews to finalise ratings and reopen them during the normalisation window when changes are needed.
