Zoho One Licensing Explained: Right-Size Seats and Cut Unused Users

By Harikrishnan, Founder & Chief Zoho Consultant, Flowpeak · 10+ years in Zoho · Published · Last updated

Zoho One licensing has two editions, Essentials and Standard, and the Standard edition has two pricing models. All Employee pricing requires a licence for every employee on payroll. Flexible User pricing lets you license only the people who need it. Occasional users can often use Lite add-ons or portals instead of a full seat.

This guide is for finance leads, operations managers and Zoho One admins who want to pay for the right number of seats. You will learn how Zoho's two pricing models differ, who actually needs a full licence, what Zoho offers for occasional users such as outside accountants and contractors, and a simple quarterly routine to stop paying for people who have left. We do not quote prices here, because they change by country and over time, so check Zoho's pricing page for your region before you decide.

How does Zoho One licensing work?

Zoho One is licensed per person, on one subscription and one invoice. Zoho lists two editions. Essentials covers 15+ apps for sales, service, collaboration, HR and finance. Standard covers 50+ apps and adds tools such as Analytics, Creator and Flow.

Within the Standard edition, Zoho offers two pricing models: All Employee pricing and Flexible User pricing. Both can be paid monthly or annually. Zoho states that the best price is on an annual subscription, that there are no long-term contracts, and that you can add or remove licences before the term ends.

Zoho also states there is no minimum number of licences, so a one-person business can sign up. Local taxes such as VAT or GST are added on top, and you pay in the currency of the country where the account was created.

People often ask how Zoho One differs from Zoho CRM Plus. CRM Plus is a smaller bundle focused on sales, marketing and service teams. Zoho One covers the whole business, including finance and HR, which is why its licensing rules reach every employee under All Employee pricing.

What is the difference between All Employee and Flexible User pricing?

The core difference is who must be licensed. All Employee pricing has a lower per-person rate, but it only works if you license everyone. Flexible User pricing costs more per person, but you choose exactly who gets a seat.

Zoho's FAQ says that if you are on All Employee pricing and not every employee is licensed, Zoho will ask you to buy the missing licences or move to Flexible User pricing, and its licence agreement allows further action. Read that agreement before you choose.

Who needs a full Zoho One licence?

Anyone who signs in as an internal user and works in the main apps, such as CRM, Books, Desk, Projects or People, needs a full licence. Under All Employee pricing, that rule extends to every employee, whether they use the apps every day or not.

Zoho has a separate note for staff who never use a computer or phone, such as some shop-floor or field roles. Its FAQ asks you to contact Zoho sales to agree the right approach, so get that answer in writing before you count those people out.

Contractors and part-time staff need a decision, not a default. Zoho describes Lite users as typically contract staff, partners, external consultants or employees who only need limited app access. If a contractor works inside CRM or Projects every day, plan for a full seat. If they only need email, shared files or Books access, a Lite add-on may be enough.

Admins always need a full licence. Zoho's help pages say Lite users cannot hold Zoho One admin roles such as Organization Admin, Application Admin or Security Admin.

Do occasional users and outside accountants need a full licence?

Often not. Zoho One now offers Lite users, which are people with limited app access through paid, per-user add-ons that sit outside full licences. Zoho lists three: Lite-Accountant for Zoho Books, Mail-Only for Zoho Mail, and Lite-Collaboration for Mail, WorkDrive, Cliq, Connect and Meeting. Zoho notes that not every add-on is offered under every pricing model, so check the Manage Add-ons screen in your own account.

Customers, clients and partners usually do not need a licence at all. Zoho One's plan details list CRM portals with 1,000 free invites shared across portal types, five client users per organisation in Zoho Projects, and a customer portal in Zoho Books. Our short answer on occasional users and accountants covers the common cases.

How do you avoid paying for unused Zoho One seats?

Run this check every quarter. It takes an admin about an hour once the first pass is done.

  1. Export the user list from the admin panel and compare it with your current staff list from HR or payroll.
  2. Check sign-in history in the admin panel's account activity for users who have not signed in recently.
  3. Before deactivating anyone, transfer the app ownership and integrations they hold, as Zoho's help pages advise.
  4. Deactivate leavers. Zoho says deactivation revokes access, frees the licence for someone else and keeps the user's data.
  5. Move light users, such as an outside bookkeeper, to a Lite add-on or a portal if their work allows it.
  6. Reduce the licence count in your subscription, then contact Zoho's payments team about any refund under its refund policy.

If you have dozens of apps and nobody is sure who uses what, a Zoho audit can map users, apps and licences in one report.

How much is Zoho One per month?

It depends on edition, pricing model and billing cycle, so check Zoho's pricing page for your region. In general, Essentials sits at the lowest per-user price, All Employee pricing on Standard sits below Flexible User pricing, and annual billing costs less than monthly billing.

Two points from Zoho's FAQ are worth knowing before you negotiate. Zoho says the price is the same whether you buy direct or through a local partner, and it says it does not offer extra discounts, including for non-profits or education.

Choose the edition with care too. Zoho says you can move between Essentials and Standard, but every user in the organisation moves together. You cannot keep finance on Standard and the rest of the team on Essentials, so match the edition to the apps your busiest teams need.

Can a Zoho partner help right-size Zoho One licensing?

Yes. A partner can compare your headcount, roles and app use against both pricing models before you commit, and set up groups and conditional app assignment so new starters get the right apps automatically. Flowpeak is a registered Zoho partner with Zoho-certified consultants, and we include licence planning in every Zoho One implementation, with a fixed price in writing.

Zoho One's plan details list conditional app assignment and customisable groups in the admin panel. Used well, they mean a new salesperson gets CRM, Mail and Cliq on day one, a new accountant gets Books, and nobody gets twenty apps they will never open.

Frequently asked questions

Can I use Zoho One for some staff and standalone Zoho apps for others?

Yes, under Flexible User pricing. Zoho says you can license Zoho One for a subset of employees and buy other Zoho apps separately for the rest.

Is there a minimum number of Zoho One users?

Zoho says there is no minimum for either model. Under All Employee pricing you still have to license every employee, even if that is just one person.

Can only one division of our company use Zoho One?

Zoho says yes, if divisions run independently, using Flexible User pricing. The same applies to a single franchise that cannot decide for the whole group.

Does deactivating a user delete their data?

No. Zoho says deactivated users lose access and free up their licence, while their data stays in the apps for later use.

Is Zoho One cheaper through a partner?

Zoho states the licence price is the same direct or through a partner. A partner's value is in setup, licence planning and support, not a lower licence price.
