Zoho Creator Licensing Explained: Plans, Users, Records and Add-ons

By Harikrishnan, Founder & Chief Zoho Consultant, Flowpeak · 10+ years in Zoho · Published · Last updated

Zoho Creator licensing has six parts: a plan (Free, Standard, Professional, Enterprise or a custom Flex plan), the number of internal users, portal users for outsiders, record and storage allowances that scale with users, daily allowances for scripts, API calls and emails, and optional add-ons. Size it by counting people, records and daily activity, then compare with Zoho One.

This post is for owners, finance leads and IT managers who need to budget for Zoho Creator and want to understand what they are actually buying. Our short answers already explain per-user and per-record pricing and how portal licenses are charged, so we link to those rather than repeat them. Here we look at the whole license: what each part controls, which limits tend to bite first, how Zoho One changes the picture, and a step-by-step worksheet for sizing. We do not quote prices. Check Zoho's pricing page for your region, as figures and plan details change.

What are you actually licensing when you buy Zoho Creator?

You are licensing capacity, not just seats. The user count is the visible part, but the plan also sets how many apps you can run, how much data you can store and how much work your scripts and integrations can do each day. Our answer on how Zoho Creator is priced per user and per record covers the basic model. The table below shows every part you should check.

The parts of a Zoho Creator license
PartWhat it controlsWhere it is set
PlanNumber of apps, feature set, most limitsFree, Standard, Professional, Enterprise or Flex
Internal usersStaff who build or use appsPer user, monthly or yearly billing
Portal usersCustomers, vendors or partners who log inPaid plans include a small number; packs are add-ons
Records and storageHow much data and how many files you keepAllowance per user on paid plans

Add-onsExtra portal users, custom domain, branded mobile apps, SSO and moreBought separately where listed

How do the Creator plans differ beyond the headline price?

The biggest jump is from one app to unlimited apps. Zoho's comparison page lists one application on the Free and Standard plans and unlimited applications on Professional and Enterprise. If you expect a second app within a year, Standard is usually a false saving.

Professional and Enterprise also raise most per-app limits, such as the number of roles, permission sets and portal permission sets. Enterprise adds extended capabilities that Zoho says are powered by its other products: integration flows through Zoho Flow, BI and analytics through Zoho Analytics, UI and process automation through Zoho RPA, and application testing through Zoho QEngine, which Zoho notes is still rolling out.

On Standard and Professional, Zoho lists custom domains, rebranded mobile apps, private app store publishing and SAML single sign-on as add-ons. The Flex plan is different again. Zoho describes it as custom pricing where you choose the features and limits you need. It suits unusual mixes, such as few users but very high data volumes.

Who counts as a user, and who does not?

Anyone in your organization who logs in to use or build an app is an internal user and needs a paid seat. That includes admins and developers. People outside your organization who log in through a portal are portal users and are licensed separately, as covered in our answer on how customer portal licenses are charged in Zoho Creator.

Two groups are often missed. First, occasional internal users such as managers who only approve requests still need a seat if they log in. Second, people who only submit a public form do not log in at all, so they need no license. Moving one-off submitters to a public form, and keeping logins for people who need to see their own records, is the simplest way to control portal costs. Review your user list regularly too. People who leave or change roles keep a seat until an admin removes them.

How do you estimate records, storage and daily allowances?

Estimate from activity, not from today's spreadsheet. Count how many records each process creates per month, including child rows in subforms, and multiply by how many years you must keep them. On paid plans, Zoho's comparison page gives record and file storage allowances per user, so a small team with very high volumes can reach the record limit before it needs more seats.

Daily allowances matter for integrations. Each plan caps Deluge statements, developer API calls per user per day, custom API calls, external calls such as webhooks, and emails per user per day. A nightly sync of thousands of records to Zoho CRM or Zoho Books can hit these caps even when record counts are fine. Paid plans also cap AI calls per month, with an add-on for more, which matters if you plan to use AI fields heavily. Our note on real record and execution limits in Zoho Creator explains how to design around them.

  • Records: monthly volume times retention years, plus subform rows.
  • Storage: average file size times files per record, especially photos and PDFs.
  • API and external calls: integrations times records synced per day.
  • Emails: notifications per record times daily volume.

When does Zoho One make more sense than a standalone Creator plan?

Zoho One makes sense when Creator is one of several Zoho apps you plan to run. Zoho presents Creator as one of the developer tools included in Zoho One, and Zoho describes the bundle as coming with the enterprise editions of its apps. If you already need Zoho CRM, Zoho Books and Zoho Desk, adding a standalone Creator plan can cost more than moving everyone to Zoho One.

Check two things before you decide. Zoho One is licensed for your staff, so portal user packs and some add-ons may still be separate. And the Creator limits inside Zoho One may differ from a standalone Enterprise plan, so confirm the exact allowances with Zoho for your account.

How do you size a Zoho Creator license, step by step?

Use this worksheet before you talk to Zoho sales or a partner. It takes about an hour with the right people in the room.

  1. List every app you expect to run in the next 18 months. More than one points to Professional or higher.
  2. Count internal users by role, including approvers and admins.
  3. Count external people who need to log in, and move pure submitters to public forms.
  4. Estimate records per month per app, including subform rows, and multiply by retention years.
  5. Estimate file storage from photos, documents and signatures per record.
  6. List integrations and estimate daily API calls, external calls and emails.
  7. Note features you need: custom domain, branded mobile app, SSO, environments, analytics.
  8. Compare the result with Zoho's plan comparison page, then price both a standalone plan and Zoho One for your region.
  9. Add headroom for growth, and review actual usage against the limits each quarter.

Frequently asked questions

Is there a free version of Zoho Creator?

Yes. Zoho lists a Free plan for one app with limited records, storage and features. Paid trials move to the Free plan when they end.

Do developers and admins need their own Creator license?

Yes. Anyone in your organization who logs in to build, manage or use an app counts as an internal user. Plan for these seats alongside everyday users.

Can I mix monthly and yearly billing?

Zoho offers both monthly and yearly billing for paid plans, with a discount for yearly. Add-ons on yearly subscriptions are billed annually, so check how changes mid-term are handled.

What happens if we outgrow our plan's limits?

You can usually upgrade the plan, add users, buy add-ons or archive old data. A Flex plan is another option where Zoho prices the specific limits you need.

Does Zoho One remove the need to buy Creator portal users?

Not necessarily. Zoho One covers your staff, while external portal users may still be an add-on. Confirm the current terms with Zoho before you budget.
