Zoho Payroll for UAE Businesses: WPS, Gratuity and Free Zones

Yes. Zoho runs a UAE edition of Zoho Payroll that generates WPS salary information files with each pay run, calculates end-of-service gratuity, handles free zone work locations and posts payroll journals to Zoho Books. You still submit files through your bank or exchange house, and you should confirm gratuity and DIFC or ADGM rules with your adviser.

This guide is for owners, finance managers and HR leads at UAE companies who are moving payroll off spreadsheets or an older system and are looking at Zoho Payroll. You will learn what Zoho's UAE edition does with WPS salary files, how it treats end-of-service gratuity, what changes between mainland, free zone and DIFC setups, and how it connects to Zoho People and Zoho Books. We describe what the software does. Your accountant or HR adviser should confirm the legal rules that apply to your business.

Is Zoho Payroll available for UAE businesses?

Yes. Zoho sells a separate UAE edition of Zoho Payroll at zoho.com/ae/payroll. Zoho builds payroll country by country, so the UAE edition has its own rules, forms and reports. It is not the Indian or US product with a currency switch.

Zoho also launched editions for Saudi Arabia, Oman, Bahrain, Kuwait and Qatar in 2025, alongside India, the US and Canada. If you employ staff in more than one GCC country, plan for one payroll organisation per country. GCC editions support Arabic for payroll screens, the employee portal and payslips, with a language setting per employee.

Zoho offers a free trial. For licence costs, check Zoho's pricing page for your region, or the Zoho One page if you plan to use several Zoho apps.

How does Zoho Payroll handle WPS salary files?

Zoho Payroll creates the Salary Information File (SIF) automatically as part of every pay run. You then upload it through your WPS-registered bank or exchange house. Zoho does not send salaries to the Ministry for you, so your bank process stays in place.

The rule itself comes from the government. The UAE government portal (u.ae) says private sector employers registered with the Ministry of Human Resources and Emiratisation (MOHRE) must pay wages through the Wages Protection System, using banks, exchange houses or financial institutions authorised by the Central Bank. The portal also lists some excluded categories and sets timing rules, so check the current page with your adviser.

To generate a valid SIF, Zoho asks for a few employer details. The table shows the main ones.

Employer details Zoho Payroll uses for UAE SIF files
DetailWhat Zoho says it isWho should check it
Establishment IDThe 13-digit Employer Unique ID issued by the MinistryPRO or HR admin
Employer Bank CodeIdentifies the employer's bank so salaries reach the right accountFinance team
Employer ReferenceA unique identifier shown in employees' SIF filesFinance team
Employee bank and ID dataPulled from the same employee records used for payrollHR admin

If you run several establishments, Zoho says you can manage them from one login and generate a separate SIF for each. Test one month in parallel with your current process before switching.

How does Zoho Payroll calculate end-of-service gratuity?

Zoho Payroll calculates and pays end-of-service benefits for expatriate employees as part of the final settlement. It also accrues gratuity each pay run. Zoho's 2026 updates for GCC editions post that accrual to Zoho Books as journal entries after approval, which gives finance a running liability figure instead of a surprise at exit.

MOHRE states that gratuity is calculated on the last basic salary only, without allowances, and that a full-time foreign worker becomes entitled after a year or more of continuous service. Zoho's UAE guide points to Article 51 of Federal Decree-Law No. 33 of 2021 for the full formula. Do not copy a formula from a blog, including this one. Confirm the current rule on u.ae or with MOHRE, and check special cases such as part-time staff, unpaid leave and contract changes with your adviser.

Other gratuity features Zoho lists for GCC editions:

  • A Gratuity Liability report after final settlements.
  • Loan eligibility based on accrued gratuity, net of outstanding loans.
  • Import of unpaid leave data for gratuity during bulk final settlements.
  • Leave salary paid in advance through the employee portal, adjusted in a later payroll so days are not paid twice.

What changes for mainland, free zone and DIFC companies?

In Zoho Payroll, each work location carries its own payroll and gratuity rules. When you add a location, you can mark its business jurisdiction as a free zone and pick the free zone from a list. Once employees are assigned to a work location, Zoho says you cannot edit it, so get this right before you import staff.

Zoho's own WPS guide says most free zones follow mainland WPS rules, and that DIFC and ADGM are the main exceptions. DIFC uses the DIFC Employee Workplace Savings (DEWS) scheme, a defined contribution plan that replaces standard gratuity. ADGM has its own employment framework.

How do Zoho People and Zoho Books connect to Zoho Payroll?

Zoho People feeds Zoho Payroll in one direction. Employee profiles and work locations sync daily at midnight, with an instant sync button. Attendance and leave come across as loss-of-pay data, including payable days and, optionally, overtime hours. Changes you make in Payroll do not flow back to People, and once sync is on you add new joiners in People only.

There are setup rules worth knowing early. You need Super Admin rights in Zoho People. You can connect only one People organisation, and it must be the same one already linked to Zoho Books or Zoho Expense. Payroll's own Leave and Attendance module must be off, and Zoho says you cannot turn it back on later. Employees must be on a monthly pay period that matches Zoho People. Our Zoho People implementation work covers this mapping.

Zoho Books receives the accounting side. You map each earning and deduction to an expense or liability account, choose accrual posting (last day of the pay period) or cash posting (payday), and record salary payments one by one or as a single bank transaction. See our Zoho Books implementation service if Books is new to you.

What setup order works for a UAE company?

This order avoids most rework we see in payroll projects.

  1. Collect your Employer Unique ID, bank codes, contracts and current salary register.
  2. Decide your work locations and mark free zone or DIFC jurisdictions before adding staff.
  3. Set up Zoho People first if you use it, with complete mandatory fields such as employee number, joining date and work location.
  4. Build salary components that keep basic salary separate from allowances, since gratuity depends on basic pay.
  5. Load opening gratuity and leave balances and have your accountant check them.
  6. Connect Zoho Books and agree the account mapping with finance.
  7. Run at least one parallel payroll, compare the SIF with your current file, then go live.

Frequently asked questions

Does Zoho Payroll submit WPS files to the bank for me?

No. Zoho Payroll generates the SIF with each pay run, and you upload it through your WPS-registered bank or exchange house as part of your normal salary process.

Can one Zoho Payroll account cover the UAE and Saudi Arabia?

Zoho builds a separate edition for each country, so plan for a separate payroll organisation per country. Check with Zoho how licences work across countries for your account.

Does Zoho Payroll support DIFC DEWS?

Zoho's help pages describe gratuity in final settlements for DIFC employees and a DIFC-DEWS Summary report. Confirm the exact DEWS contribution setup with Zoho and your adviser before you go live.

Can we keep using our own leave system with Zoho Payroll?

Yes, through Zoho People or by entering loss-of-pay days in Payroll. If you connect Zoho People, Payroll's own Leave and Attendance module must be turned off, and Zoho says it cannot be turned back on.

Is Zoho Payroll available in Arabic?

Zoho says GCC editions support Arabic for payroll, the employee portal and payslips, with a language setting for each employee.
