This guide is for finance managers, office managers and founders who want employees to stop emailing receipts and spreadsheets. You will learn how to set up Zoho Expense in a sensible order, how policies, mileage and per diem work, how approvals and corporate cards fit together, and how reimbursements reach Zoho Books. We include regional notes for the USA, Canada, the UAE and Gulf, the UK and Europe, and India, plus the setup mistakes that cause the most rework after go-live.
What does Zoho Expense handle?
Zoho Expense covers the full path from receipt to reimbursement. Employees capture receipts on mobile or web, and Zoho's AI receipt capture reads them in 38+ languages and turns them into categorized expenses. Expenses are grouped into reports, checked against policy, approved and then reimbursed.
Beyond receipts, it manages mileage, per diem allowances, trips and travel requests, cash advances, petty cash, corporate card transactions and budgets. Zoho also offers native travel booking with airline and hotel inventory. Zia, Zoho's AI assistant, flags duplicate claims, risky merchants and unusual spending.
How do you set up Zoho Expense step by step?
Follow this order. Policies depend on departments, approvals depend on the reporting hierarchy, and the Books link depends on matching organization profiles.
- Sign up in your country edition and complete the organization profile, base currency and fiscal year.
- Configure taxes for your country, for example VAT registration and TRN in the UAE edition.
- Create departments, cost centers and branches, then invite users and assign roles.
- Set each user's Submits To approver so hierarchical approvals route correctly.
- Review expense categories and map them to your chart of accounts.
- Build policies with category limits, receipt rules, mileage rates and per diem rates.
- Configure approval flows for reports, trips and advances.
- Add corporate cards and assign card owners.
- Connect Zoho Books and run a test report end to end before inviting everyone.
| Setting | What it controls | Plan before you start |
|---|---|---|
| Policies | Category limits, receipt rules, expense rules | Which departments need different rules |
| Mileage | Rates per vehicle, tracking methods | Your approved rate per km or mile |
| Per diem | Daily rates by country and city | Meal split and travel-day rules |
| Approvals | Hierarchical, simple or custom flows | Who approves above which amount |
| Corporate cards | Card feeds, matching, card owners | Which cards and banks are in use |
How do policies, mileage and per diem work?
Policies set what employees can claim. You can restrict users to selected categories and cap spending in each, set general rules for maximum amounts and when receipts or descriptions are required, and add expense rules that warn or block submission when limits are broken over a day, month, year or custom period. Create separate policies for departments, cost centers or branches.
Mileage can be recorded by GPS tracking in the mobile app, by entering distance, by odometer readings, or by choosing a route on a map, which is in early access. Admins set the rate per vehicle. Automatic mileage tracking is currently available only in the US and Canada editions.
Per diem rates are set by country and city with an effective-from date. Components split the rate across meals, supplements add allowances, and allowance rules can reduce the rate on travel days. Government-published rates can be fetched for Germany, the United States, Australia, Singapore and Spain.
How do approvals, corporate cards and travel fit together?
Zoho Expense offers three approval types. Hierarchical approval routes trips and reports to the submitter's default approver. Simple approval sends advances and petty cash top-ups to admins. Custom approval builds rule-based, multi-level flows using up to 10 conditions, with approvers such as department heads, project heads, approval groups or a named person. A level can go to up to five approvers in parallel.
Corporate card transactions come in through direct feed integrations or statement imports. Employees match card lines to receipts or create expenses from them, which removes the double entry that causes most reconciliation errors. Travel requests can go through approval before booking, and the trip then links to the expenses claimed against it.
How do reimbursements sync with Zoho Books?
When Zoho Expense and Zoho Books share the same organization profile, they link automatically. Approved expenses appear in Books under Purchases, Expenses, filtered as From Zoho Expense, and expense categories are added to the Books chart of accounts. Employee advances post to the Employee Advance account.
To record a reimbursement in Books, open Banking, choose the paying account and use Add Transaction, Employee Reimbursement. Select the employee and the approved report. When the payment appears on your bank statement, match it to that reimbursement or categorize the line as Employee Reimbursement. Vendor and merchant sync and card mapping to Books commercial cards need Zoho support to enable them, and enabling vendor sync deletes existing merchants in Expense.
What regional points matter in the USA, Canada, Gulf, UK and India?
Zoho publishes separate country editions, including the US, Canada, UAE, Saudi Arabia, the UK, Germany and India. Pick the edition where your company is registered, because tax settings follow it.
- USA: Zoho markets IRS-compliant mileage tracking and GSA-compliant per diem. Automatic mileage tracking is available.
- Canada: Automatic mileage tracking is available. Set your own mileage rates per vehicle.
- UAE and Gulf: Enter your TRN in tax settings. Expenses are tagged Domestic, Within GCC or Outside the scope of VAT, and mileage and per diem default to Outside the scope.
- UK and Europe: Germany and Spain are supported for fetched per diem rates. Review your GDPR position for employee data and receipts.
- India: Use the India edition so tax settings match local requirements, and confirm GST handling with your accountant.
What mistakes should you avoid when setting up Zoho Expense?
These are the issues we fix most often after a rushed rollout.
- Inviting employees before policies and approvers are ready, so early reports go to the wrong person
- Leaving default categories that do not map to your chart of accounts
- Creating one policy for everyone when sales and operations travel very differently
- Recording reimbursements as plain expenses in Books instead of using Employee Reimbursement
- Skipping the end-to-end test from receipt to bank match

Frequently asked questions
Does Zoho Expense work without Zoho Books?
Yes. Zoho Expense runs on its own, and Zoho lists integrations with other accounting systems. Using it with Zoho Books is simpler because the two link automatically through a shared organization profile, categories flow into the chart of accounts, and reimbursements can be recorded and matched in Books banking.
Can employees claim mileage without a GPS app?
Yes. Besides GPS tracking in the mobile app, employees can enter the distance travelled or start and end odometer readings on web, Android or iOS. Zoho then calculates the amount from the vehicle rate your admin set. Map-based route selection is in early access and needs support to enable.
How do I stop duplicate expense claims?
Zoho Expense flags possible duplicates based on date, amount and currency, and admins can be notified of policy violations. Zia also looks for repeated claims. Matching corporate card transactions to receipts, rather than letting employees create separate expenses, removes the most common source of duplicates.
How much does Zoho Expense cost?
Zoho Expense pricing depends on edition, number of users and country. Check the official Zoho pricing page for your region. Some features, including advanced approvals and card options, differ by plan, so confirm the edition covers your policy and approval needs before you buy.
Can Zoho Expense handle travel booking?
Yes. Employees can raise travel requests that go through approval, and Zoho Expense offers native online travel booking with airline and hotel inventory. Trips then link to the expenses claimed against them, which makes it easier to compare planned and actual travel spend by employee or project.
