ZATCA e-invoicing (Phase 2) checklist
ZATCA brings businesses into Phase 2 (integration) in waves, based on revenue, and notifies each business of its date. Use this checklist to get ready in Zoho Books before your wave. Confirm your own date and obligations on the ZATCA portal or with your tax adviser.
1. Confirm your wave
- Check your ZATCA notification for your integration date
- Note the date in your project plan and name an owner
- Make sure your VAT registration details are current
2. Prepare your invoice data
- Customers with VAT numbers and full addresses, including Arabic where needed
- Clear item descriptions and the right VAT category for each line
- Separate standard tax invoices (business customers) and simplified tax invoices (consumers)
- Credit and debit notes that reference the original invoice
3. Set up Zoho Books
- Use the Saudi Arabia edition of Zoho Books with your VAT details
- Set up Arabic and English invoice templates with the QR code
- Connect Zoho Books to ZATCA and onboard each invoicing unit
- Restrict who can issue and cancel invoices
4. Test
- Run test invoices of each type before your date
- Check that standard invoices are cleared and simplified invoices are reported
- Fix any rejected invoices and the data that caused them
- Test returns, credit notes and invoices in foreign currency
5. Go live and keep it running
- Agree who checks failed submissions every day
- Keep your onboarding details and certificates documented
- Train branch and sales staff who issue invoices
- Review the setup when ZATCA publishes new rules
