Can Zoho Payroll run payroll for international staff without tax integration?

Not really. Zoho Payroll is built per country, with each edition handling that country's taxes, statutory deductions and filings. It does not offer a generic mode for paying staff in unsupported countries. For international staff, use local payroll providers, an employer of record, or pay contractors through Zoho Books, and record the costs in your accounts.

Each Zoho Payroll organisation is tied to one country edition, such as India, the UAE, the US or Canada, among others. The edition decides the tax rules, statutory components and reports. Using it for employees in another country would produce wrong deductions and no valid filings, which creates compliance risk for you and the employee.

For staff abroad, the right route depends on their status. Genuine contractors can invoice you, and you pay them as vendors through Zoho Books with multi-currency. Employees in another country usually need local payroll, either through a local provider or an employer of record who handles contracts and tax. Take local advice, since misclassifying employees as contractors carries real risk.

Keep the records together. Post payroll summaries from each provider into Zoho Books by journal, and track headcount in Zoho People so HR data stays in one place.
